    Only banks and similar organizations are governed. It is the ONLY safe way to borrow money.

    prosper.com is about it for not going to a bank.

    prosper’s criteria is pretty much as stringent as a bank’s, but if granted, the interest rate is lower.

    Rather depends on how much you need to borrow.
    There are sharks,but keep WELL AWAY
    There are one or two ligit companies that I know about,if you want I could give you there names.But a bank is the only one that is 100% safe.
